Every JAOC but one is so undermanned it could not support phase 2 ops without significant backfill of personnel. We need to move to a small forward ops division with large distributed reach-back capabilities for intel, strat, plans, & mobility that can "focus" limited personnel at any theater depending on priority. We no longer need physical presence to do most CFACC functions. Burroughs the leaders at all levels in the military branches need to exercise wisdom as they lead and make recommendations to:
1. Determine the force and equipping requirements through 2025 at least. Do their best to recruit and keep trained personnel in all pay required grades. Plan and execute to ensure there are sufficient force densities of critical groups to sustain long term operations without repeated tapping the same units to deploy with short intervals between - especially for those in the Reserve Components.
2. Plan and organize to fight the next war instead of current and past concepts
3. Improve interservice coordination and support within the service branches and the combatant commands. Identify core strengths and requirements and work with each other to determine which service is best suited for support, humanitarian assistance, and combat operations. Example TRANSCOM provides strategic lift, intertheater lift needs to be worked through for each conflict - land based conflicts, litoral region conflicts, arctic or cold region conflicts, etc.
USAF provides tac air support - long live the A-10 Warthog. Navy provides ship-to-shore fuel offload while Army provides the capability to receive the offloaded fuel and distribute and storage capability in land-based operations.
4. Train and lead by example of the application of military law, UCMJ and the Geneva and Hague conventions. For example our military personnel should never be punished for stopping people from sodomizing children.
5. The leaders of the military branches need to lead those branches and work with the CJCS to present a well-informed and unified responses to Congressional recommendations and investigations.
6. Military branches need to examine the Active Duty and Reserve Component mix in accordance with existing law. Rotation of units and personnels to deployed theaters need to be managed better. Our ability to reach any point on this globe with sufficient firepower to prevent anything like Blackhawk down or Benghazi happening again must be demonstrated and maintained. All personnel, in all MOS's must meet the exact same physical and mental standards for every job. No more bickering about genitalia, just a plain standard that is requirement to accomplish the job. The sillyness about naming convention for jobs must cease, after we have all of the bad guys put down, let's argue about our names and uniforms. We must elect a president that will let the Joint Chiefs run the show, and those selected to the JCS should pay heed to the Chief's of Staff of each branch. Let professionals run the services for a change - I know never going to happen.....yes it could. The nation should consider returning to a universal draft of young men and women into the services, giving each and every young person not disqualified by mental or physical shortcomings the opportunity to contribute to this great nation for 2 years. No deferments, no exceptions - except mental or physical - period. Volunteers signing up for 4 or more years get first shot at highly technical positions, those who complete they're two years as a inductee and desire to stay have first choice on openings in professional fields. America gets a young people that are riflemen, the services get a literal cross section of the nation. Make minimum combat tours 1 year in length and deploy by unit...the whole 1st Infantry 2nd Bde goals as does the mess and medical personnel associated with it. And for God sakes AF keep the A10 until you got something that can bring that much pain and stay in the game.......Warthogs forever!!!!!
