The justification is one counseling during my rating period that is inaccurate as well. With counseling statements, anything can be written true, exaggerated or false; hence the disagree with rebuttal. I have not signed and spoke with Commander about it but our command team is new in this. <div class="images-v2-count-0"></div>AR 623-3, Chapter 4, Section 3 will cover information you need to appeal an NCOER if need be. Also, your Rater, Senior Rater and you need to have a sit down and go over why an Unqualified is warranted after only one inaccurate counseling form.
