What are the requirements for a 94Y Security Clearance?

I have a 94Y straight out of AIT with no clearance and their recruiter never started a PSI to determine clearance. I'm getting conflicting information. Can anyone provide security clearance requirements for a 94Y?

All the 94 series require a secret clearance. The Soldier may have told you his recruiter never started a clearance but that's because new Soldiers have no idea what they're talking about. The Soldier would not have been accessed as a 94Y if a clearance hadn't been started.
Chances are the clearance was never adjudicated or its missing critical parts. They can go to S2 to restart their clearance if there is no investigation pending. The Soldier has to do it prior to coming up for reenlistment or PCS or they will be mandatorily reclassed. Or, if their clearance gets denied they will be reclassed.

If it was a requirement to hold the MOS, the Proponent School wouldn't have awarded it without meeting the requirements.
