My current commander is leaving to his next assignment which I would really like an OER from him before he leaves. But he is telling me that my rated time only counts after I complete BOLC which is only 1 month, and I know that I need at least 3 months for an OER so is this true? Or can I get an OER because of the change of command? I currently do not have a platoon, I am consider Standard Access because I am an extra LT with no other slots in my current unit. I graduated in July 2021 and just signed my first OER this month. You will be rated once you have been MOSQ in your position for 12 months. Rated time starts once you are BOLC complete, so your current Commander doesn&#39;t have enough time to do a Change of Rater OER for you even if he wanted to. The month or two you&#39;ve been back from BOLC will be tacked on to your first Annual OER as &quot;Q&quot; coded time. Your first OER should run from your commissioning date to one year from the effective date of your change of command, with unrated time from commissioning to the effective date of the change of command. Just keep up the good work and build a relationship with your new commander and continue to be a leader who takes care of their troops, and your rating should take care of itself. Typically, a pre BOLC OER is a signal of bad news. Otherwise, why wouldn&#39;t the rater just skip it like the reg suggests.
