What are the requirements for an OER?

I been with my unit since August 2021 but I only attended BOLC this past May to August 2022. My current commander is leaving to his next assignment which I would really like an OER from him before he leaves. But he is telling me that my rated time only counts after I complete BOLC which is only 1 month, and I know that I need at least 3 months for an OER so is this true? Or can I get an OER because of the change of command? I currently do not have a platoon, I am consider Standard Access because I am an extra LT with no other slots in my current unit.

You won't get an OER until the year after your BOLC. I graduated in July 2021 and just signed my first OER this month. You will be rated once you have been MOSQ in your position for 12 months. If you just graduated in August, you most likely won't get an OER until 4th quarter 2023.

You could see if you can get a good counseling form for it and use it for benefits. But yeah you won't get your first "official" OER until 1year after BOLC Grad complete. I was in same boat as I didn't receive OERs until I made 1LT cuz i had a rebranch from IN to CM due to fail of IBOLC.

2LT Private RallyPoint Member as an M-Day Guardsmen your rater must have 120 days and Senior rater must have 90 days of rated time with you IOT give you an OER. Rated time starts once you are BOLC complete, so your current Commander doesn't have enough time to do a Change of Rater OER for you even if he wanted to. The month or two you've been back from BOLC will be tacked on to your first Annual OER as "Q" coded time. Your first OER should run from your commissioning date to one year from the effective date of your change of command, with unrated time from commissioning to the effective date of the change of command. Just keep up the good work and build a relationship with your new commander and continue to be a leader who takes care of their troops, and your rating should take care of itself.

You "could" get an OER, there is a regulation pathway towards it, but it's just easier to skip it. Typically, a pre BOLC OER is a signal of bad news. Otherwise, why wouldn't the rater just skip it like the reg suggests.

You cant be rated as on Officer until you are one, ie., BOLC.

Thank you for everyone's input I now have a better idea. Packing my ruck now for Florida I hope if anyone is in Florida right now that you are safe, and help is on the way.

Commission Dec2018. No DCC no BOLC, Mobilized for UTF COVID-19 Apr 2020. first OER due Dec 2019.
