Basically you err never allowed to carry and that looks like it still applies. Restriction today still do nothing to allow you to defend yourself. My second tour at Ft Lewis I was in my motorcycle riding phase. I carried all the time. I guess you could say I violated policy. Speaking of riding, they had a requirement that you had to wear a reflective vest when in post. I used to stop at the gate while I put in it took off that stupid vest.
