What are the three personnel branches in the U.S. Army and how do they relate to each other?

If you really mean branches, you are probably talking about AG, Finance, and Civil Affairs. Beyond the "desk jockey" aspect Finance and Civil Affairs really don't deal in Military Personnel Issues that would be primarily the HR (soldier issues) and Manpower (force structure). As a Military Personnel Sergeant, I was always baffled by including the Band as part of the AG Corps, especially since that gave them a seat on our Senior NCO promotion boards.

When I left the service in 2014, the military tried to create one platform linking personnel with finance. The reason being, many personnel actions have financial consequences. I really doubt that we have such a platform.

Office, Enlisted, Civilian. That is true of all Services at the HQ level.
