These leaders are often the stewards of these programs, and they are suppose to be setting the example for everyone to follow. These are often high-profile cases, and the Army has been dropping the ball in letting these offenders off the hook or with reduced punishment. If anything these &quot;leaders&quot; are the ones that should be made an example of. Well, if they did it then charge them. Its kind of a "phishy" question actually. The only OTHER answer to the question would be to say that, its wrong to CHARGE them with a sexual crime. If someone commits a crime REGARDLESS of their rank, charge them appropriately E1/ O-6 etc, Spouse, dependent, DA Civilian etc... if they did it charge them. To ask if its right or wrong to do so,,, just appears to show a premonition not to file the charge in the first place just because of their rank... just saying. If anything, the same type and level of crime should be considered more serious for higher ranks, because they are held to a higher standard of behavior and should be setting the example to the subordinates!
