Now that I'm 40, I'm glad it wasn't. It's a biological fact that (especially) males are insane until their early 20s because of the hormonal changes. No need to add free access to alcohol into that mix. I tell our 17 yr old son all the time - remember what you're thinking now, and at 24 you'll realize just how wrong that thinking was.
