All PV2-SPC are promoted based of the commanders decision. SGT and SSG are promoted by either a board or a command list integration (CLI). The CLI which is what I am assuming you mean by "DA select" is not DA! It is decided upon at the company level. Very few of those CLI Soldiers actually make the point cut off, though there have been some. That being said the CLI is here and has regulatory guidelines that must be followed; when the chain of command fails to perform the steps required to block a CLI promotion then the situation the program was designed for has occured. <br /><br />I know fair number of NCOs that went to and were reccomended by a board that are outperformed by CLI promoted peers. <br /><br />In the end it doesn't matter how they got thier stripes it matters what they are doing now and capturing that performance both good and bad. If you don't pass APFT or your OMPF is a charlie foxtrot your not going to be promoted regardless of TIS/TIG. Also CO can have you removed from list. Additional to get point added you need to be recommended and go in front of a board for this to happen. Its not a give me. It will not affect most of the Army. It doesn't bother me at all as long as Soldiers perform their duties assigned to them. To be honest, it's really easy to pass a promotion board. If the army needs NCOs, then as soldiers we need to follow what DA dictates. Some soldiers who were automatically promoted are not necessary those who couldn't pass a board. They could have been those who have changed their MOS. I had a SPC make SGT through automatic mainly because he failed to goto the board 2 times due to S1 losing his packet and 1 time because the PLT SGT forgot to submit before going on her leave.
