I live outside DC. Protecting its airspace is kind of an odd concept as Reagan National sits right there next to it. Baltimore is a stones throw. Andrews is within sight of it.
By the time you realize something is going wrong, the issue is already over.
It's a "minor" metropolitan area with major metro suburbs. It's not even the airspace you have to worry about. Sure an aircraft can cause damage, but so can a box truck.

Provide ground to air radar, provide SHORAD Batteries around Washington DC, Use Non Lethal means of deterrent, Have a alert pair of F16s at the ready at all time or a CAP at all times 24/7, lastly engage and destroy minimizing loss of life and property
