Initiate your Support form in EES if you haven't done so. Send an email (CC your Senior Rater) to your Rater asking them to get it done. Or, send an email to your Senior Rater first. You could also just download the NCOER from APD, fill out everything then email it (CCing your SR) your Rater. Other than that, not much else except getting your 1SG involved

If it still is not complete 30 days after you report to your new unit, email your rating chain and cc your current 1SG, and save the email.
If it is still not done 60 days after you report, forward that email to your rating chain, and cc your current 1SG, current BN CSM and former BN CSM, and save the email.
Repeat every month until you have an NCOER to sign.

First, Are you a SGT or a SPC? Profile says SPC, post says SGT.
Second, this is WAY late in the game to be addressing it. But since you are where you are, and I assume you have already initiated in EES, I highly recommend sending an e-mail to your rate asking about the status. On this e-mail CC your Senior Rater and Reviewer, plus your 1SG (if not already part of the rating chain). If no response within 24 hours (or a negative response) re-send and include the CSM (assuming normal garrison operations, rater is at work, no all-day events pulling them away, etc. if there are extenuating circumstances, adjust timeline). Normally I would say give the rater a week, but you have left yourself no time.
Also, understand that quickly written NCOERs are usually not as good as well-thought out ones. You may have all of the excellence and "among the best" blocks, but if the bullets are poorly written / don't support the ratings, it doesn't help you out a whole lot. This is not your fault, per se, but it is YOUR NCOER, not your rater's. It is in your best interest to be on top of this and pushing your rater as early as 60 days out to at least start formulating thoughts.
