If a Soldier has enough TIS and TIG to be promoted, is not flagged, and meets all requirements for promotion, but PSG won&#39;t allow Soldier to put in promotion packet. Is this allowed? Does the Soldier have to be counseled since they&#39;re at primary zone, but aren&#39;t being allowed to input packet? If a Soldier is not ready for promotion, the unit is not obligated to send them anyway, but they DO have a responsibility to counsel and mentor to address the reasons why the SM is not ready. I cross leveled when I was an E5 and the school was so long that I met TIG/TIS requirements for E6 before I ever got an NCOER. When I was eligible for E-8, Senior Chief Petty Officer, I took the exam and according to the testing center, I was the only one who passed the exam. But, along with the letter that I had passed was the explanation that I was not being advanced because of Affirmative Action. Since I had never heard of Affirmative Action, I. wrote back asking for an explanation. I was told that it was the governments way of advancing people of color because they had been neglected. They also told me who was being advanced and it was a black Chief Lithographer that I knew personally and was working with. When I told the testing center representative that I knew him and he had not worked in the printing field for more than 10 years, they said it was Ok because he was not a lithographer any more, he was an administrator and since there was only ONE BILLET AVAILABLE, he got it. I took the exam for the next two years and was told there was no billet. In the third year, I once again took the exam and passed it. The Senior Chief I knew was advanced to Master Chief so there should have been a billet available. Once again the testing center informed me that the billet he vacated was cancelled and I would not be advanced. I made E-7 on my knowledge and background in printing in just 11 years. I was told that nobody did that before. I spent 17 years and 9 months as a Chief. More years that it took me to get there. I did not let it stop me. What is ironic is that I was informed that after 28 years and 9 months my career was ending because I was not ADVANCING IN RATE. Don&#39;t ask me how that made me feel.
