What do i think?
I think you send 2 man "buddy teams" to the chow hall, on a land nav course on post, to deliver ammo to a guard post on Bagram Air Base .... But in what is a continuous, likely hostile environments from both mules, drug runners, other cartel, or dirty military members, Mexican or American ..you send a squad size unit capable of defending it self if needed.
I think it likely 50/50 chance either side knew they were wrong, did so with intent to push the limits a little but understood it was not a thing worth killing the other side for when caught.
I think it likely 50/50 chance either side was confused and mistaken in where they thought they were and smartly worked it out without taking the cowards way out and just killing the other side and claiming defense.
I KNOW id be pissed if I was being ordered to send in my Soldiers to that situation in 2 man teams with one person having a side arm only........ "Oh 2 man teams sir , ok..... so uh, you 2, and you 2 and you 2 and....ahh you 2 get geared up and go check Area 4"

SERGEANT MAJOR THAT WAS A WHOLE SQUAD YOU JUST SENT
"No Sir, it was 2 man teams as directed, that they might converge at some point in the observation area and traverse the search area in close proximity giving the mistaken visual impression that they were sent as a cohesive 8 man squad would just be coincidence"
"Oh hey you guy are still here? well stop listening to the commander and I talk and go get to work"

I think the Mexican military needs to be reminded where the border is.
