What do you think about the new NCOER coming into effect in Jan?? Why Is it basically a "go/no go" system for SGTs?

What do you think drove the Army's decision on the way E5s are rated in the fact we basically have a go nogo rating system now??

I do not like it. It's set up to mess NCOs over. It go or no go based on opinions and not facts, at least in my unit. No option to agree or disagree

It's simple, we have had the current NCOER in place since 1987. It's a new Army now and about time it was fixed. What you have are Raters and Senior Raters giving a 1/1 on NCOER's to everyone they are rating. There is no way that you have 20 "Perfect" Soldiers.
By these Raters and Senior Raters giving all 1/1s it allows for a hard time when it comes to DA level promotions. Wouldn't you rather work your butt off and be that 1 or 2 SGTs that gets an excellent rating and it showing when your up for SFC Promotion? That way you are one of a select few that have the best rating when it comes to promotion (so you get promoted faster) instead of everyone having an excellent rating and it becomes really difficult for promotions.

The reason it is a go/ no go system is to focus it on developmental comments rather then a rating score. Under the new system, the evaluations you receive as a sergeant won't show up in your senior NCO board packet when you go for SFC. This means your rater can focus on providing constructive feedback without it permanently going on your record. It is also to train a new generation of NCOs to focus more on being NCOs then worrying about which block gets checked on their eval.

Is this accurate, that E-5 NCOERs don't show up for E-7 promotion boards? The officer system used to have such a clause (where all LT OERs were "masked" upon promotion to captain) but now this doesn't exist and previously "masked" OERs are open game. I think it would be a good feature of the system if E-5 NCOERs were "masked" but you can pretty much guarantee they won't stay "masked" permanently.
