What does a Specialist in the Army need to know in order to become a Military Language Instructor (MLI) at DLI?

I have a battle buddy who is an E-4 in the Army, is gaining American citizenship, and speaks English as a second language. He did not go to DLI, but I told him that there's a possibility that if he played his cards right, he could get an assignment as an MLI. He likes the idea of mentoring service members in the learning of his native language.
However, I have absolutely no idea what those aforementioned cards are that he needs to have in his hand.
Are there any MLIs out there who can break down a general career path he'd need to follow in order for him to fill those boots?

The soldier should check with his career counselor for assignments to DLI. Also, he should contact the school to inquire about how to be accepted for a position should there be a need.
