In simplest of explanations, you need to complete your required NCOES school before you can get promoted.

I think it's answered already. So I will just suggest you familiarize yourself with the STEP (Select Train Educate Promote) system that was implemented a few yrs back

It means you are promotable but need BLC.

You need to attend Professional Military Education (PME) which is Basic Leaders Course to meet the time in grade requirements so you're fully qualified for promotion to Sergeant!
