That is mostly true, but in 1987 I and three other sqaud leaders were promoted to Cpl with DA orders so we could teach and safety mortar training at West Point. We figured we only had more to lose if we got in a bind teaching at West Point. The cool thing was if we PCS Ed we kept our stripes.

It is a lateral appointment at E4. The Commander must assign you to an NCO billet on the unit manning document. When they do this, they forfeit an in bound NCO.

What you must do is demonstrate you are an NCO with leadership and technical competence.

Commanders (05 and above) may authorize lateral appointment of SPC to CPL without local selection board action provided the Soldier concerned is assigned to an authorized (documented) NCO position in their CPMOS. DA Form 4187 or informal memorandum will be the only announcement of the lateral appointment
