As an Econ guy, to me, it's about building the skill sets you know industry wants. It should also be about aligning your current strengths and job seeking efforts with the way industry is hiring and recruiting.

As an active duty SM, who will retire in a few years - "Be In Demand" to me means that I need to understand the capability, leadership and skills I bring to a specific job. I need to be able to clearly convey those and essentially (hypothetically at least) make myself the "must hire" candidate. That's what I think of when I hear "Be In Demand".
