If your ERB/ORB says that you graduated from BLC/ALC/SLC then the board member will go as far as to verify that your 1059 is present to match what your ERB says. A board member doesn't have time to see what you received in leadership or in any other area. Number one focus for a board member is your NCOER followed by the ERB/IPERMS to make sure your records match, look at military Ed, civilian Ed, deployments and overseas tours and they will scrutinize your photo to ensure that your awards and decorations are captured on your ERB/IPERMS too. However you may only see that bullet once in a records review. It does not carry as much weight as SAMC, Sergeant Morales, or other important leadership, team, training, bullets on your Evaluation that are continuous. Commandants list is an individual achievement. You promotion to the Sr ranks is dependent on your development of Jrs and value of you bring to entire Army. Your NCOER will ALWAYS be that catalyst. If your going there just to get a 1059 and be done, your hurting yourself.
Second, besides going on your 1059, exceeded course standard, it also goes in your ERB as a code. Commandant's list in WLC (now BLC) was 300 kids. In ALC my NCOA didn't have any because there were only two classes graduating (about 20 people) and my entire class save one person had a GPA of 100% (this is common in EOD classes). For SLC commandant's list was based on each individual class, and could only be the top 10%, which was two of us. So the title of "Commandant's list" doesn't give anyone a good idea of anything. But there can only be one Honor Grad. Every unit I've been in would put in an AAM or ARCOM for it. I made the Commandant List at all 3 NCOES. If you look at previous promotion boards AARs it will state in most of them that individuals that exceeded the standards at NCOES courses were looked favorably, why? Let's make it simple, we have 1 position to fulfill and 2 packets remaining, yours and a peer. Both packets look alike, both 1/1 on NCOERS or best qualified if under the new system, both have the same schools and on and on. Here's where a "positive" discrimator which is the same as setting yourself apart from your peers comes into effect. If both packets are the same and both have APFT scores of 300, then look for something else that one packet has and the other don't. If you have a check mark on "exceeded course standards" on your 1059 and the other guy don't, then is like sorry you're both great NCOs but only one promotion. The answer is we will promote the one that had the one positive discriminator. That's why is so important NOT to take anything we do in the Army lightly and always try to exceed standards in everything we do. Apply the analogy to pro-football, if I have one player scoring 2 touchdowns per game and one scoring 1 or less during the pre-season, who will I select to be on the team and that's saying they are getting the ball thrown to the same number of times.
