In 1861 NC voters voted against secession. In 1862 Brigadier General John Pope, left from Commerce, Missouri, to attack New Madrid. His men marched overland through swamps, lugging supplies and artillery. In 1864 in response to the emancipation proclamation General Hugh Judson Kilpatrick leads 3,500 cavalry troops south.

While the battles which were initiated [New Madrid Island #10 - 1862] or concluded on February 28 [destruction of the Confederate blockade-runner, CSS Rattlesnake - 1863] on the Mississippi River were important. I think the strategic event on February 28 was General Hugh Judson Kilpatrick raid aimed at Richmond as he led 3,500 cavalry troops south from Stevensburg, Virginia. The raid sought to free Federal prisoners and spread word of President Abraham Lincoln’s Proclamation of Amnesty and Reconstruction in hopes of convincing Confederates to lay down their arms.
