What is a “X other” records flag?

Has anyone heard of a “X other” flag? Do you know what it might be from? It’s showing on a Soldier’s record and was removed but added again somehow later. My Det. SFC is at a loss and so is everyone he’s asked.

a. Lautenberg Amendment.
b. Family care plan.
c. AMEDD failure to obtain or maintain a license, certification, and/or registration.
d. Noncompliance with 10 USC 10206, Members: physical examinations.
Note: The ‘Other’ Flag will not be used in-lieu of more applicable codes. For example, the X code will not be used for exceeding body fat standards in order to prevent the system from recording the Soldier’s ABCP enrollment.

It looks like a placeholder to me, when something doesn't fit nicely into a traditional category.
