As a 1SG, I was reviewing rough drafts 60 days prior to the thru date and the BN CSM was reviewing it 30 days prior to the thru date. None.<br /><br />As for when do you bring it up to the attending of your rater? As soon as possible. Most unit commanders have their PSNCO track these very closely (since higher usually is tracking these stats as well) and if they aren&#39;t doing a good job, then it&#39;s time to have a conversation with them. When you get outside of the traditional &#39;unit organization&#39; structure is when this starts to not be tracked as closely (MACOM staffs, R&amp;R, etc). If you have gone more than 90 days without being counseled by your rater you are already setting yourself up for failure. You should be on you rater ensuring that you are being counseled in a timely manner. This does two things for you. <br />Your NCOER will never be late. The counseling process will give you your bullets for your NCOER, which is 80% of it. After that it’s just admin, corrections, and signatures. The hardest part of the NCOER is remembering what you have done in the past 12 months. With the counseling done correctly there is no need to remember. <br />Second, it gives you the opportunity to shape your own NCOER. Your rater should define what constitutes success and excellence so you know what you have to do in order to receive those ratings. Failure to do this is what results in poorly written NCOERs with nothing but fluff bullets. It is your career and you need to take it into your own hands. It all boils down to what the definition of late is as the time lines noted by CSM Mike Maynard are beyond the through date but not necessarily late. It seems that several folks here have a different standard when it comes to the completion of an NCOER.<br /><br />We seriously need to make sure that everyone is on the same sheet of music with one another. As the rating chain is responsible to counsel appropriately providing a path for the rated Soldier it is the rated Soldiers responsibility to remind the rating chain while giving their input of that which is their responsibility. The NCOER evaluation system is corrupt and in a desperate need of revision! I kid I kid... I tried (when I was an NCO) to gently remind my raters by giving them my list of accomplishments (written out as bullets that fit nicely into the NCOER) or just wrote it myself and gave it to them... What are the repercussions? Who takes the heat and does this hurt the unit or rated Soldier in the long run? What if hypothetically, the rated Soldier did all they could do to ensure the document was submitted properly? To include following up emails as well as personal visits to their orderly room. or BN/BDE S1/G1 but the ball still gets dropped and the NCOER is still late. HRC kicks it back two months later. Rater retired and signature became invalid. Who is at fault? NOT HRC! How to fix it?
