What is the Army uniform protocol for a graduation ceremony?

He was showing the photos from the graduation ceremony and I noticed that everyone was wearing their dress uniform everyone except the LTC. he was in his cammies ..initially I was like wtf. I don't know the regulations from the Army(NG) and moreover it could be officer prerogative. I can think of several excuses for not wearing a dress uniform, but none of them actually hold water. If the LTC was the senior officer present, he should have respected the graduates enough to dress for the occasion. If he/she is in The same unit, he/she should follow the guidelines. If he is a guest he should wear what the invitations indicated.
