What is the difference between an ALARACT vs. a MILPER message?

MILPER Messages are about Personnel Policies (HRC) only, and ALARACTs are about everything else, for all Army personnel. Personnel vs. everything else.

MILPER (MILitary PERsonnel) Messages are personnel (HR) specific while ALARACT (ALl ARmy ACTivities) address issues that impact the Army as a whole.

Quick follow-on question: If the MILPER has expired - does the guidance from that MILPER become obsolete (NCOPDR MILPER 17-116) even though the coordinating regulations have not been updated? An example the NCOPDR - MLC: does a graduate from MLC wear the numeral 4 or continue to wear 3 since the MILPER has expired (NOT rescinded) but the regulations have not been updated to reflect accordingly (AR 600-8-22, AR 670-1, and DA PAM 670-1)?
