What is the likelihood of being accepted to CID from an understrength MOS?

What is the likelihood of being accepted to CID from an under strength mos? Also, Do you find out early on in the application process if HRC is gonna approve the reclassification? Thanks in advance for any insight!

The process goes like this:
1. You apply to the MOS proponent
2. You receive an acceptance memo
3. Your Career Counselor sends it to HRC to process the reclass and get a class seat.
4. HRC approves and gives you a class seat or denies.
On the In/Out calls you will see that 31D is one of the MOS's listed that you may reclass into regardless of your own MOS Strengths. Unless you're MOS is extremely under strength, (like 60% filled) or the requested MOS is over strength, HRC will approve the reclass action.

From my understanding, since CID is a packet MOS, you can leave your current MOS regardless if they are understegth, if you get accepted to Reclass to CID.
