What is the policy when Army equipment is lost by an Air Force hand receipt holder ?

I have a DA civilian who is a a primary hand receipt holder. He has a Air Force subhand receipt holder who lost some of their equipment. The subhandreceipt holder is fixing to PCS. Can AR 600-8-2 Suspension of favorable personnel actions(Flag) be used against this Airman ? If not what other courses of action are available.

Hey Gabe,

Have you looked into the AF regulation to see if there is any coverage from their side of the house that could help, just a suggestion if not thought of already.

Is the DAC and USAF under the same Cdr? If not, without the Propery Book Holders consent, they couldn't HR over and you may be stuck as this wouldn't have been a "legal" transaction.

If they are under the same Cdr, then you can't put an "Army Flag" on them, but they would have to clear the "logistics cell" to outprocess and currently retaining property would be a reason not to clear them until it is settled.
