What is the process to have someone enlist while on DACA (Deferred Action for Childhood Arrivals)?

I have a family member who is in the DACA policy and is very eager to enlist, he asked the recruiter in our town and basically shut him off, there has to be a way to get someone in the DACA to enlist, I would like the help.
