The recruiters need this to be able to work your accession packet into the USAF. Always good to make sure you have gathered together as much supporting documents you can for your accession packet on your own so very little is left but to sign and provide them the copy of the conditional release. Talk to the recruiter on the checklist for your packet and find out what else you need to gather while the conditional release is going thru the system.
