Which is implied when one SHRH &quot;turns-in&quot; equipment. Someone new has to be invariably responsible for the equipment that now does not have a HRH.<br /><br />Because the PHRH has a copy of the original 2062 for their records, giving your copy back does nothing, the DA 3161 is the soldier&#39;s proof that they turned the item in and forces you to execute the change document with the HRH.
