Now the next part of this response may spark certain replies. Frankly I’ve had it with those who are actually suffering from martyr syndrome. Then there is the fact the VA already has a methodology for determining who has higher priority. Everything from service connection to income criteria. However, many lose out because of others’ accounts (many of which are excuses for not dotting “I”s or crossing “t”s.) of having an application denied so why bother. Now I’ve had experiences with getting vets or surviving spouses the benefits due and filed successful appeals. The denials or lower ratings sometimes have been the fault of the claims adjudicator and a request for review then fixed the mistake. A basic rule: a person seeking medical and/or disability benefits should never file without first having an educated eye go over the claim. It’s akin to having a proofreader finalizing the autobiography. Yes there are Veteran Service Organizations -VSOs- such as VFW, etc.who are now authorized to submit Decision Ready Claims. But, I don’t trust them based on several experiences. They don’t have any skin in the game. Their work needs to be scrutinized before filing. True example: missed deadline cost vet over $13,000 in back pay compensation. The VA isn’t responsible for not meeting Federal Law. The VSO? Good luck suing them or expecting them to cough up the cash—they say the ultimate responsibility lies with the claimant. If you have insurance, the VA requests that information so, if you do not have a qualifying disability, the insurance you are paying for will be billed. So since you're paying for it, why not use it to contribute to the VA? You can look at it this way also. You travel anywhere in CONUS, your medical records are readily available at every VA facility and if you go to a civilian ER, through your smart phone. First off, are they talking about registering with the VA for medical care, or filing a disability claim?

If they are not service connected and think they are helping other vets by not registering with the VA, they'd better take a closer look at how budgets for VA medical centers are set. The funding for the medical center is heavily tied to the number of veterans enrolled for medical care at the facility. In other words, ENROLLING as a patient helps the facility maintain funding, MORE SO IF YOU DON'T ACTUALLY USE IT, because you still add to the patient head count. It can also be a lifesaver if you need it for an emergency

When you enroll in the VA system, they assign a Priority Group, 1 through 8, based on VA service rating, period of service (such as wartime) and income. They VA MUST provide no-cost care for service-connected conditions, however treatment for non service connected conditions can be subject to co-pay depending on rating. https://www.va.gov/health-care/eligibility/priority-groups/

This is where it can get interesting. If your rating is more than 50%, you are in Priority Group 1, and are NEVER charged a copay. HOWEVER, if you have private medical insurance the VA can bill it for treatment of NON SERVICE CONNECTED conditions (they can't legally bill for service connected conditions). Although your insurance may show a copay or deductible, the VA WON'T collect it from you.

Veterans without service-connected conditions are assigned to:
- Priority Group 7 (income is below the geographically adjusted income limits), OR
- Priority Group 8 (income is above VA income limits and geographically adjusted income limits)

Veterans in groups 7 and 8 must agree to pay copays. When non service connected veterans who actually have medical insurance and use the VA for treatment, the VA bills the insurance just as a private doctor or medical facility does. It is case those veterans actually HELPING fellow veterans by offsetting costs and ensuring that their local VA can justify operation of specialty clinics and outpatient clinics

Now let's discuss filing a disability claims:
If a veteran has a medical condition that occurred during active duty, those can be considered service-connected (you need to file a claim to get treatment at the VA). What many people DON'T realize is that PRIVATE MEDICAL INSURANCE MAY NOT COVER THE COST OF TREATMENT IF THEY DISCOVER IT IS SERVICE CONNECTED (the same goes for work-related injuries, which must go through Worker's Comp). I have actually been BILLED by my employer' insurance when they felt that I received treatment for a service connected condition.

Additionally, MANY younger vets think their injuries/medical conditions aren't really affecting them badly and think it's not worth the trouble to file a claim with the VA/... those veteran will regret it when they get older and the conditions worsen. THE LONGER YOU WAIT TO FILE A CLAIM, THE MORE COMPLEX IT CAN BECOME! Trust me on this... it is MUCH easier to file a claim when you leave the service. Even if they rate you at 0%, YOUR RECORDS ARE IN THE SYSTEM, making it much less complicated to file for an increase if the condition worsens when you get older.

VA priority groups | Veterans Affairs

Find out what VA priority groups are, how they work, and how they may affect you.

Sgt Neil Foster Sat, 25 Sep 2021 17:57:55 -0400 2021-09-25T17:57:55-04:00 Response by SrA Benjamin Kishpaugh made Sep 26 at 2021 9:38 AM https://www.rallypoint.com/answers/what-is-there-to-learn-from-vets-who-wont-go-to-the-va-because-they-say-someone-else-needs-it-more?n=7298334&urlhash=7298334

At first for me (as one of those mentioned above who avoid the VA) I felt as though seeking this support was me giving up and not working for my own support. And the insights that I have collected from those conversations are as follows: we have veterans from different eras of conflict and or service and that have different values and beliefs which are evident when these veterans talk to me about their personal experiences with the VA healthcare system. I've noticed that some old and young veterans don't even bother to register for medical services at their local hospital for a variety of reasons that they deem justifiable and that are so many for me to list here. I know of three that are very common: 'I make too much money in retirement and the VA won't see me' or 'I'm too young to be bothering nurses and doctors with my complaints' or 'Everytime I go to see them, they put me on a long wait and when finally they see me they say that there's nothing wrong with me even though I've my issues documented on my military health records'. Many things that are clear to me are that some of these veterans that I spoke to give up quickly when they won't get the attention and /or results that they expected. That they won't persist in getting help and seek more information from let's say a Veteran Service Organization or an independent veteran's rights lawyer. Another thing that I've noticed is the spread of pessimism and misinformation from certain veterans, whether inadvertently or intentionally to discredit and give a bad name to the VA healthcare system and programs.
My own personal experience with the VA medical professionals that have taken care of me in the past and present has been of outstanding services. And yes, I had my share of a few bad experiences with doctors that were not that good and a hospital that was completely mediocre in their attention. But that never dissuade me or discourage me in getting the care and surgeries that I needed. So please continue persevering in your efforts to get the care that you need. Always ask for more information, be positive and flexible.
Don't give up and remember that like me many of you volunteered for military service on behalf of this Great Nation of ours and the government is trying to do their best to make that promise of taking care of the sick, ailing, disabled veterans, their caretakers, their widows and dependents. It's a mammoth of a system with a huge budget and a lot of work and responsibilities.

Take care and God bless you all. I worked for the State of Texas and was selected to work as a Lead Veterans Employment Rep. After interviewing veterans and evaluating their needs I found that many of them could use VA services. Educational, Medical and Employment programs are available to help veterans meet goals they wish to obtain. After working for the State of Texas for 10 years I realized that I needed to practice what I had been preaching. I applied for Medical benefits and subsequently disability benefits. I was rated at 20% disability and started to receive treatment for service connected disabilities. 23 years after initially applying for benefits and 10 years after retirement from the state I was examined and my disability was upgraded to 100%. I feel very fortunate that the VA is available to me and my fellow veterans. I never felt that I was taking opportunities away from anyone else. If anything by successfully utilizing VA benefits I am making continued services available to others. If veterans refuse to apply for benefits, the numbers crunchers can find reasons to limit funding and hurt future vets that would otherwise find help in obtaining their success. We have all had to live with the "suck it up Soldier Airman, Marine, Naval/Coastguard corpsman" to some degree but we are all entitled to and earned that privelege. In Texas and I'm sure in other states your property insurance is adjusted or waived entirely based on your percentage rating. The VA doesn't just give away ratings like candy on Halloween they make sure that your rating is justified. I cannot imagine how much more I would have to make financially just to afford the care that I receive from them. Your family could benefit as well medically if you enroll them thru tricare also. It is an extremely valuable privilege that all honorably discharged veterans have earned regardless of whether you feel you need it or not. The compensation and disability payments are completely tax exempt and even if your rating is low you can always request periodic reevaluations to adjust your percentage. I always say it like this in the most basic terms "If someone was going to hypothetically hand you $600.00 every month for the rest of your life are you going to say no"? Think of the medical expenses alone and how your spouse can be enrolled as well before your opportunity is no longer available due to your death.
