It regulates what civilians don’t have to do. <br /><br />Why would the Army regulate something for civilians to not do something? Because somewhere way back when, some important officers spouse probably got her tail feathers ruffled because she wasn’t being saluted as she came on post in the Generals vehicle. And officers weren’t being saluted by contracted gate guards. They got all upset, made a fuss. Enough so, that the best way to shut it down was to write it into the regs that essentially state, “hey Army, don’t expect civilians to salute you.”<br /><br />But it’s worded so as to not hurt anyone’s feelings. And the end result is an Army regulation that regulate what civilians don’t have to do. Priceless. You can see the veins popping as he fights the conflict of &quot;being right&quot; and fighting regulation. I also loved the silence after he called Brigade legal to verify my information. &quot;Are you sure?&quot; was the a great sound to here coming from his office. Of course I would get the next correspondence from the C.O. from 1SG. Knowing your regulations can stop an officer in his tracks. I sat many promotion, augmentation, retention, Command, etc. boards. The regs that governed them had the effect of removing a lot of the BS factor in people management. The process, etc. meant if you had an improper bias, it was very hard to run and hide. A step down would be the Federal civilian stuff. People would bitch that you couldn&#39;t fire anyone but I found that they tended to lack the cajones to follow through on the proper process. So the series of regs that runs this type of stuff also protects you in the end as well. Never had to look back on how we did our job. I remember some Flags getting pissed over some result. Well Flag, the problem lies elsewhere and you know that.
