It was a simple and easy to understand form which highlighted what Marines thought was important. It keyed in on a dozen or so areas including basic metrics, but also gave the ability of "raters" or those in Supervisory or Managerial positions (aka Leadership) to provide specific input about performance.<br /><br />It acted as not only an evaluation, but a yearly counselling statement from Sgt (E5) through BGen (O7). As it was individually based, but offered the ability to competitively rank, without too much need to "inflate" because there were clear delineating lines of what the standards were for each grade it was nice. Yes I agree that leadership is leadership, but if you think about it, there are very diverse types of leadership based on MOS, position and duties.
