In one line of business, we developed IT user training for the DoD. Veterans and other Government employees often use specialized user training. We developed classroom training for a joint deployment system. We also developed on-line and on-CD training for an aircraft load planning system and a flight planning system. Later as a DAC, I found myself using a lot of on-line training for many types of Government systems including the Travel System, civilian personnel system, transportation planning system, and others. We also had Microsoft Office on-line training available from basic through advanced user. Of course, we had the annual IT security training on-line. Closest I came to programming training was advanced Excel and Access training. Not sure this is what you're looking for, but it should give you a functional user perspective.
