What kind of award is the Holland 4 Day March Cross, a foreign, service or individual award?

Recently the Holland 4 Day March Cross was authorized to accept, retain and wear. My question would be; what kind of award is it? Would it be considered a foreign award, individual award or a international award like the NATO ribbon?

Requires the request for authorization to wear process. Do a search for this, as there was a recent post that had all of the relevant references included for this specific badge.

Not all of the links on that page work either, but it does include updated Appendices D and E, updated as of 27 February 2019. Based on the layout of Appendix E, and the lack of any restriction next to it, I would be comfortable wearing the Holland Four Day March Ribbon as long as it had been awarded in accordance with the instructions for awarding a foreign decorations in Chapter 9 of AR 600-8-22.

Foreign medal (not badge). Appendix E, AR 600-8-22 (HRC online version has the update).
40km X 4 days, uniform + 10kg (equip/water) from what I Googled.
