We roll our legal (27D) and medical (68W) up under the S1 in garrison at a brigade HQ. The S-1 Actual was always a Captain (O-3) and in one place, we had an assistant S-1, who was a 1LT (O-2). At one point, before they assigned a permanent S-1, we had a Blackhawk pilot (CPT) as the S-1 Actual. Those were good times-- I got to spin-up the S-1 on policies and procedures, and he never kept us late on Fridays. Nothing that would be listed in the T/0&E but it is something you may encounter. Why do you ask?
