FM 5-0 was superseded by ADRP 5-0, but I cannot find any reference to Title Case. These are the published policies and procedures for ALARACTS as a part of the Army publishing program. However Army pubs pretty much governs the ALARACT guidelines so they basically publish and post a template for creating them. ALARACT's are used by the Army Staff at the Pentagon as strategic communication to spread information quickly down to the Company Commander level so they can execute. I am wondering WHAT about ALARACT's being written do you want to know?
