Once a Soldier is denied by the commander from going to the board in the Primary Zone, they should receive a bar. It has to be in writing. I made that mistake long ago, being too empathetic with a Soldier and relied on verbal counseling. Now, good and bad, everything is in writing! You would hope the CDR supports your recommendation for or against promotion but at the end of the day, by reg, it's the CDR's decision. He believed this because 2LTs receive automatic promotions to 1LT and WO1's received automatic promotions to WO2. I educated him that his way of thinking would taint the NCO Corps. He eventually agreed and then would ask me how many points he should award those who would go to before the board.
