What regulations can assist me in gaining approval to move off base to support my family during the pandemic?

I need to pass the ACFT to phase up from IV to V in order to move off base to live with my family. My kids are alone , and I'm attending classes at Corry Station and staying in the barracks. Command says phase up is frozen due to the Corona pandemic. Wondering if there are any regs out there that can assist me in asking for an exception to the rule and be able to move off base to support my family
Can someone assist me with the proper forms? Regs? Possibly help with drafting a letter (wishful thinking). I have a great command here and they are overloaded with work so I really don't want to be a nuisance, but my family's well-being is at stake here. I just want to be as prepared as I can when I first go to them.

My wife is alone with our three small children on NAS Pensacola, and I'm attending classes at Corry Station and staying in the barracks. Command says phase up is frozen due to the Corona pandemic. My wife is scared to leave the house to buy necessities for our family due to our small children. Wondering if there are any regs out there that can assist me in asking for an exception to the rule and be able to move off base to support my family (they live on base at NAS, I'm at Corry Station).
