What regulations or policies cover the Overseas Service Stripe (Combat Stripe)?

I did a twelve month deployment as ARNG guardsman with two of those twelve months being on an Active Duty post waiting for big Army to send us off. If I understand the regulations correctly, I am entitled to one OSS for each six months of OCONUS service. Since I have ten months, I am only entitled to one. The last part of the regulation confuses me as it says that for twelve month deployments you can count the first and last month. So then that would be twelve and two stripes?

Qualification for the US Army overseas service bars is covered by AR 670-1.
Basic qualification is for six months in a designated service area; with, if memory serves, any time served in the first and last month counting as a full month for qualification. Also, if memory serves, shorter periods of deployment, to qualified areas may be combined to meet the six month rule.

It is no longer the “combat stripe”

The overseas service bar can be referenced in AR 670-1 and DA PAM 670-1

Paragraph 10 on ar 607-1, indicates nothing about combat zone. In other words, any one who served outside continental usa for more than 6 months can were a service bar.
