HHG and POV shipped already. I read ALARACT 026, 028 and 029, I realized the Soldier does not qualify for TLA, HDP-ROM or per diem. The ALARACT indicates that the HDP-ROM is only payable when the Soldier remains assigned to the same permanent duty station, same to the TLA. So the Soldier has actual hardship but will not get any allowance under this circumstance. Please correct me if I&#39;m wrong. Thanks battles. To get those entitlements you need to meet certain criteria AND be in a specific status. You can not be in a travel status (PCS, TDY) for HDP-ROM. Additionally, a &quot;cost&quot; must be incurred for HDP-ROM. Where is he being housed right now? Barracks, Gov family type housing? Is he paying for this? I doubt your unit would recall this Soldier and not have a place for him or her to stay.
