What resources are available for women veterans in terms of transitional housing and how are we outreaching to homeless women veterans?

Too many women vets are ignored and find that their male counterparts have access to many more services.

It isn't ignored, it's just not as big an issue. Using the CDC numbers, 13.6% of the homeless population is male veterans, only 1.8% of women veterans are homeless. Google Homeless Women Veterans and you can find information on VA programs aimed at them.
Now the bad news. Other than short term, economic homelessness if incredibly rare and there are a number of safety nets out there for those people. The huge majority of homeless fall into three categories, seriously mentally ill, drug abusers or alcoholics, many falling into one or more of them. Look at San Francisco as a bad example.
