What’s a better way to locate or contact servicemembers that ETS or retired from the military with no forwarding address to receive doc?

A servicemember previously covered down on a 1SG position took initiative trying to close out some documents (Awards, COAs, and other Memorandum of records) from his previous unit with no forwarding address attach to them. The documents were found by clerks before moving into a new building and didn’t know the whereabouts of the previous personnel that was assigned to the unit. Most documents were never sent because of past deployments and the change of personnel within the command didn’t leave continuity to pass off to there replacements with-in the command team. What is the best resource to locate service members that have ETS or retired from the military? The responses from former S-1 representatives is to utilize social media but other avenues of approach have been not utilized is the Veterans Affairs (VA). What are your thoughts about this situation?

They still go in iPERMS.
And that veteran can still access them through the HRC Apps page with the same DS Logon he would use for all things VA and retired pay.

They can still be uploaded to their iPerms. When they separate, there documents are still held in a reserve OMPF. When/If they ever request copies of their records, they will receive the documents that were uploaded.

I took over a a 1SG back in the day and wile inventorying some file cabinets I found an MSM for a MSG that retired 10 years prior. I tried everything I could think of and no luck. While I have doubts about legality about my method of getting the reward to the recipient I managed to do just that. the DA638 and award had the SM's SSN on them, I took them down to the ID card facility to see if they could find him. They looked him up and yes her was still alive and issued a retried ID. They also gave me his last known address. I wrote up a long letter apologizing for his award being in limbo for a decade and mailed it out to him.

The Reserve Headquarters at Ft Bragg might be able to help. They would have access to, or tell you how to get access to the IRR information.

Used to be, you could contact DFAS, if they retired. Not sure if DFAS will give you an address this day and age, but you can start there.
