I would often explain to them, a delay is a good thing because a quick turn on an OER by the Senior Rater (minus the officer going up to a board) normally meant you were getting a Center of Mass or worse rating. I would counsel them, if they wanted me to go to the Senior Rater and demand the OER as soon as possible I would, but a Senior Rater can not bust their Senior Rater Profile, so if they are at risk of busting their profile, you can kind of figure out what you are going to get. Unfortunately, my behavior supported the referred nature of the OER. One instance, one night, one time - is all it takes, regardless of how the rest of the time for that rating period had gone. However, Jag told them that it had been done incorrectly and then they still found a general officer who would sign off on force-feeding into My iPERMS. A 29 page DA level IG investigative report and a MFR signed by that same two star later, and it is now out of my records.

On active duty I rarely had to wait more than 30 days for any evaluation.
