Now before you jump all over me hear me out.

I have been in the Army just over 4 years now, and I have had multiple issues with pay during that time. My first issue was after my first PCS to Fort Huachuca when the finance office lost my paperwork stating that my wife and stepdaughter moved with me and almost charged me $400 as an "overpayment". The next issue was after coming back from a mission to Honduras where I actually was overpaid and it took them months to stop the pay and then correct it (I ended up with a month where I only got paid $16.00). I PCS'ed from Huachuca and was overpaid on my move by $700. My BAH never changed to my correct zip code (submitted paperwork three times now), and now I'm here and I am getting paid the wrong HDP. It's frustrating that I can't just leave my LES alone unless I need it because I have to constantly check it every month to ensure that I am getting paid properly. It seems a little ridiculous for this to be an issue so often, and I've seen it with so many other people as well.

Lazy assed personnel within the DFAS or local finance office was the most common problem I knew of before retiring.

And what problem is that exactly.  DFAS services the entire DOD to include the civilians.
You've given four partial problems that may or may not have anything to
do with DFAS.  All the pay issues I've ever seen was because paperwork
got lost, someone didn't turn in the paperwork, or didn't fill out the
paperwork properly.  Four isolated issues does not constitute a plague
of any measure especially when the system handles over 2 million
uniformed personnel a month.

I'm not here to get on your case but what is it you seek, a solution for your current problems, to give guidance on your experiences, or a shoulder to cry on?

I'm not really looking for any rants, just any real insight that anyone might have on the problems that obviously plague our finance systems.
