What’s the regulation on temperature requirements for cold weather fleece jacket to be worn?

Hey guys yup I’m back AGAIN. So I can’t find anything on the regulations and terms of wearing the fleece jacket. Can anyone copy and paste it where it specifies the temperature it’s worn at and what other garments are meant to be worn with it. I can’t find it is all I find is it could be used as under layers or outer top and is meant to be worn loosely.
