I don't know the details and I've experienced it before in my time, I got the pay and when others pushed me why I'm "wearing the wrong rank" I let them know that my leadership is waiting for the right time. Continue to use your chain of command to keep reminding them. If all else fails, when you receive orders for PCS it will have the correct rank on it and you can report to your new unit with the correct rank. Not being able to see the grade change transaction, it appears that a DA Form 4187 has already been typed allowing the HR person to enter the grade change, thus you are being paid for the advancement. Your chain of command may want to check with the BN S1 to see if they have a copy of the DA Form 4187. It may be that the orderly room clerk never received the DA Form 4187 and the promotion certificate from BN.

I agree with others that you may have a leadership problem if your leaders do not care enough to ensure you are promoted on time, which is unfortunate. Don't leave it open-ended (meaning include a 10-business day window for them to respond by). Also outline your follow-on actions if there is no response (i.e. going to see the CSM, starting an IG inquiry, etc).

Step 2: If no response is given, follow through on your follow-on actions. In the mean time, you should make an appointment with the DEERS office to update your CAC.

Step 3: Be the steward of your career and don't let this go. If that is not the case and there is nothing else missing such as disciplinary issues, height and weight or something to that nature then I really do apologize for your inept leadership. This should be as simple as you asking your platoon Sergeant or FLL about the issue and they resolve it for you. The fact that people are telling you you need to do this or that, see the CSM IG is all a last resort. It shouldn’t even get to this stage. I mean this is low hanging fruit for a Platoon Sergeant. Again I apologize for the leadership you are under. Start with your FLL they should tell you immediately when they will look into it. If they cannot resolve it escalate it from there maybe with the open door policy with the 1SG. Nothing? Then the CSM. Nothing? Then IG and look for another unit ASAP because your unit cannot take care of its Soldiers and after all the previous, it must be pervasive.
