You are entitled to the BAH w/ dependents rate already. BAH is based off servicemember's duty location.
You, would likely need the ETP request memo (written VERY well), marriage cert, child's birth cert, divorce decree stating that she cannot come with.
But here's the issue. She's not your child (legally). Your w/ dependent rate of BAH is based off your wife, not her daughter. Who has primary custody of the child? Is it the mother or the father? What you are describing is nothing like any sort of divorce settlement I haver ever heard of. Normally, even in joint custody, there is a primary custodial parent and that parent can then move etc., as they see fit and the other parent just has to deal. There is no "forbidding" or "need to seek my permission" BS.

Sounds like a load of BS to me in terms of the child.

As to your situation? Korea was one thing, but with you PCSing to Ft Drum, the Army is going to be unlikely to grant that.
