What standard would you enforce regarding cuffed sleeves?

The AR and DA Pam 670-1 do not agree on cuffing sleeves. They are both dated May 2017.

AR- Upon approval of the commander and only during field training exercises, the sleeves may be down and cuffed inside the coat.

DA PAM- Upon approval of the commander and only during field training exercises, the sleeves may be down and cuffed inside the coat one or two times. The ACU coat sleeves may be cuffed inside or outside the ACU coat. Personnel will not exceed two rolls or cuffs of the ACU coat.

Without Commanders guidance, which standard do you enforce and why?

AR usually takes precedence over a DA Pam. Then, there's the "may be", not "will be" in both references. Clear as blue mud>

The answer is in both documents. Upon approval. If the Commander did not identify either then neither is authorized. You do not have command authority so you cannot choose one over the other. So either ask your commander to select a standard or no one roles there sleeves. Also, there is a number in each manual you can call and advise of the discrepancy. Thank you for your service.

Without Commanders directive I say no cuffs. We wouldn’t cuff in combat.
Is this to cool off? Drink water
During a break in the field training. Get in the shade.

If in my unit, I would know if the commander authorized sleeves cuffed. If authorized, if cuffed 1 or 2 times and as described--inside/outside--in the DA Pam, there would be no need for a correction. If otherwise cuffed, the nearest NCO who was in position to see this would get the correction for not enforcing the standard, then the Soldier.
If not in my unit, and it was as authorized (1 or 2 cuffs, inside/outside based on the uniform) there would be no need for me to make a correction, as it would be an assinine waste of my time to check whether that commander authorized sleeves cuffed.

You enforce both. The AR states cuffed inside but does not state a number of times. The DA likewise states that they may be worn down and cuffed but specifies a maximum of two cuff rolls. So that answer is that they may be worn down, cuffed inside a maximum of two cuff rolls.

As a CSM of a Field Artillery Battalion and a former Infantry Soldier, when in the field I always allowed cuffing of the sleeves. I also allowed hands in the pockets when its cold in the field. Field environments a Soldier needs to be comfortable, you will get better morale and more work out of them. However, at the flag pole its business as usual.

I haven't seen anyone attempt to rule sleeves since it was "allowed" just recently. Someone new to my unit showed up with them rolled and it was different.
If someone in my line decided to role them, I would question them if they know the reg. If they can spout it out verbatim and refer to the CO approving it then deal. Perfect.

I'm always for leaving them down and if there is a reason to roll them....maybe there's a better reason to remove the top entirely.

Ask the commander what they approve. Until then soldiers keep their sleeves cuffed around their wrists.
