Defense Secretary Ash Carter told troops and veterans Tuesday that he's looking at some large-scale reforms for the military's personnel system, but he made clear that he feels careers in uniform should remain distinct because not all civilian-sector solutions will fit the military.

"For us to keep recruiting and retaining the best, the military has to be an attractive place to work," Carter told thousands of veterans gathered at the American Legion National Convention in Baltimore.

In my opinion, means supply and demand. The new equipment must, be manned with new personnel to keep the cutting edge for defense.

When didn't it need tweaking. Got to stay ahead of the Power Curve, New Technical Skills and Demands. Wars Winding down need better bang for the buck. Preparing for the Next War. Considering the Computer Literacy of the Next Generation I'm not Particularly Concerned. Put this Old Geek to Shame. I'm just the Computer History Professor anymore.

I'm all for some change to keep the military competitive with the civilian sector. I'm just wondering what the "cost" of potential changes will really be.
