What would the USA look like if the Federal and State governments could only operate in accordance with their current Constitutions?

We all know that the Federal Government and State governments have long since expanded their powers outside of the left and right limits of their approved Constitutions. What do you think would be the biggest differences in the nation if the US operated within the confines of those documents?
